Check your insurance policy fine print. The insurance companies already make recurrent training mandatory. Its called a "Flight Review" You must take one with an instructor every two years-- used to be called the Biennial.  BTW-- its mandatory because the FAA says so--see FAR 61.56. So, in effect we are adding nothing that is not already not called out for in the regs. At this point in the game, you just hope that you can get insurance.
