Dave,
I believe that the point is being missed with respect to Dave Morss primary
message. He is saying that forming an organization to obtain lower rates and
maintain coverage may well backfire.
(Almost!) all of us would agree that anything the Lancair family (factory,
builders, pilots, EAA) can do to make sure that planes are thoroughly
inspected before they initially take to the air is a good thing. Similarly,
most of us would agree that the Lancair family should cooperate to make sure
initial and refresher training programs are readily available from a pool of
pilots with lots of experience on the various Lancair types.
I am not sure that pushing for legal and/or insurance regulations that
ensure certain standards are met in design, construction, maintenance and
crewing of aircraft is a path that we should be taking. I believe that same
path put the general aviation light plane industry out of business twenty
years ago. That is why most of us are in the experimental aircraft
division and members of EAA today. We should think carefully before
retracing those steps once again.
I think it would be wise to bounce this concept off the EAA department that
concerns itself with legal and insurance issues before some ill-conceived
plan goes into effect that has long-lasting unforeseen repercussions on
Lancair owners and possibly other aircraft owners in the experimental
movement.

PS. The only way to cap insurance premiums long-term is to have the EAA
promote flying specific legislation, or join ongoing general legislative
efforts, to limit ridiculous triple-damage liability awards by juries. This
is a tough task because it means taking on most of the legal establishment
(many who double as politicians).
