In a flying club with all kinds of klutz's flying (I was responsible for the maintenance in one once so I know) you can have all kinds of operational problems with cold starts. They will flood the engine and charge the club to clean the plugs, wash down the cylinder walls, run the battery dead and go off and leave it to freeze, try to jump start a 12-volt battery on 24 volts with the radios on, etc, etc, etc. So maybe they are trying to protect themselves against that. A private owner with half a brain in gear shouldn't have all those problems. A lot of clubs get carried away - perhaps they are run by some of the same "elitists" we hear about on other subjects.
