Both of the flying clubs I was associated with at MDW in Chicago had strict 
pre-heat rules in effect anytime the OAT dropped below freezing.  If we 
called in to reserve an airplane they would automatically start the 
preheater 30 minutes before we'd show up to fly.  If we walked into the 
office and tried to rent something on the spur of the moment they would 
hook up the preheaters and make us wait until the engine was warmed up.  If 
we reserved a plane for after hours pickup and failed to arrange preheat 
with the FBO before takeoff we would lose our membership and could be held 
liable for engine damage resulting from our failure to preheat.  They, 
apparently, thought it was VERY important and took the matter very seriously.
