Regarding the desire to find an A/C system for the 4P. While you mention an all electric system, I believe the best A/C I have ever seen in any aircraft is the Air Flow Systems one which had a compresser driven by the engine and an external scoop which reminds one of a P-51. Better than the A/C in my King Air or MU-2.
I had this system on my previous Lancair IVP and have just bought another one for my new plane. The system produces more cold air (39 degrees) than you could ever need and I was even finding myself turning it down while on the ground in Vegas @ 105 desgrees OAT because it was too cold!
There is no preceptable power loss and according to Charlie Kohler who has one as well, the speed loss from the wind tunnel tested scoop is less than 3 kts.
