Rob,

Great insights but one observation is that having an expert inspect the work done by the building shops has one area of concern.

These same experts are the ones the builders themselves contract for first flights, airworthiness inspections etc.    So..... their income is affected if they blacklist a shop.

Maybe I am missing the point but why can't the factory supply the expert inspections since they are the ones with supposedly the most knowledge??
