IMHO from my Navy flying days, if you couldn't get the gear to come up then the checklist directed you to land. If you try to monkey around with landing gear in the air that won't come up, it is likely if you eventually do get them to retract you won't get them back down. Maintenance and repair is done on the ground not in the air. Just my 2 cents.
