The above coment is correct, but the problem is rectified by simply drilling a hole at the top of the standpipe. The standpipe is essentially a tube that is open to the fuel at the bottom, and open to the fuel vapor ("Ullage", as we in the rocket biz call it) at the top. If you look closely at any capacitance probe, you should see such a vent hole.
