This seems to be the unanimous consensus among 320/360 builders who have contacted me.  The 235 may be different.  Anyway, I'm building my flap in the manner described in the above excerpt.  I don't know why the manual suggests that the flap needs free movement 5/8 inch higher than this.

Thanks for the "near real time" support, guys.  I installed my flap spar this evening.
