In fact, if you examine the data on the Lycoming Altitude Performance curves (some of which defines in crystal-clear detail how to use these excellent charts) you will see it explicitly stated that the data presented therein assumes "...zero ram...".
Also, I think the statement about "..ALL certified aircraft..." can be adequately rebutted by the performance of the Twin Comanche and the Wing Derringer, to name only two such aircraft.
