Hi All,
I'm building my 4p for about a year and came across the same problem with
the smooth prime. After spraying the Top Gloss and wet sanding  and
compounding, the weave would come out. At that time I figured out what the
problem was....WATER. Even though the primer is dry to the touch, it still
had moisture in it. I was also  priming my parts as I go, so that wasn't the
solution.  The solution was to put a 50 pint dehumidifier in the shop and
run it for about two days after I prime and two days before I spray the Top
Gloss on. So far I'm getting great results and a beautiful paint job. My
wings and the bottom of the fuselage are finished and have been for months.
I've had a first hand look at watching the weave show up days after you
spray the top gloss on.   It doesn't happen to me any more.
I hope this helps.
