John,
I believe you should move the scoop so that the bottom of it is flush with the bottom of the oil cooler box. It appears that yours ends right at the point that the cylinder fins have zero depth between them. The goal is to get the air going down and around the zero depth point on the fins. The bottom of the cooler box is about even with the bottom of the fins, and the air will be kept in the fins by the baffle piece you have riveted to the bottom of the oil cooler box.
