A couple more thoughts on this Jim:

You want to make sure that the vent opening in the tank is at the highest possible point in the tank and that the hose or tube that runs from the fuel tank to the naca scoop is routed to the highest possible point inside the wingtip before descending to the vent.  The check valve that Andair sells for this application has two tiny holes that allow flow in the outward direction.  So they don't completely stop the leak but they slow it down significantly.   They also should help prevent siphoning if you are having that problem.

I would be interested in more detail about the glasair setup if you have access to more information.

No Brainer......$2 K will get you a set of winglets. Maybe....that was the price a decade ago.

My IVP (without winglets) leaks fuel if the ram is only slightly unlevel after refueling.  Glasair as a checkvalve-float arrangement that prevents this.
Does anyone out there have a better idea?  Low cracking pressure check valve? Anything, and any ideas accepted!  I've been using a bucket under the wingtip or leaving it unrefueled when parked.
