Cant comment on the "Best" location but mine work well. I have two on each aileron and two on each side of the elevator for a total of eight. I didn't like the brackets supplied with the wicks so I made some receivers by cutting some 0.035 wall 0.25 diameter stainless hydraulic tubing into 1 inch lengths. I then welded a socket head cap screw into the end so that the static wick would slide into the tube and then thread into the wick. I then made a fixture and drilled a 1/4 inch hole into the trailing edge of the elevator or aileron. If you keep the hole a close fit then the you can Hysol the receiver in place and still have good conductivity through the carbon. It is important that you provide a conduction path around the elevator/aileron hinges so that you do not get spark erosion on the bearing spheres. I used copper tape on the elevator and fuselage carbon and then soldered a wire (22 gage) between them, making a couple of loops at the hinge. I used more of the tape on the airframe to connect static "grounds". To check your work use an ohm meter and measure from the engine or avionics ground to each of the wicks. You should see less than 10 ohms. BTW, be sure to remove your wicks at air shows or they will get bent.
