Aye, mate.  I've got one that is about 4" x 8" (4" front to back) and does provide access to the quick drain.  Another benefit is access to the strut Schrader valve without removing the lower cowling.  I would have answered earlier but I couldn't find a decent picture of it here at home.  The opening is visible in this 1996 picture:

Yes- I have a spring loaded quick drain for the oil, but have to remove the cowls to get at it. Just wanted to see if anyone had a small access panel immediately below the drain point to save the cowl removal.
