 I have kit #393 which I built entirely to the specs in the manual, i.e. small
tail, header tank, short wings, standard wing fuel etc.  My airplane is
straight, light and feet on the floor stable from day one.
 
 After 11 and 1/2 years, 1200 hours and many cross-wind landings left and
right I have never experience any of the flight characterisics you describe.
 I can only guess that your particular airplane has a little hiccup somewhere
in the airframe that causes the oscillations.
