I used to refer to my state as Taxachusetts but not anymore. Legislation was passed in '03 which exempted all aviation related activity from sales or use tax.
The day after this legislation came into being, I registered my kit in progress even though it was nowhere near complete. The annual fee for aircraft under 2000lbs is $100 and this amount is paid in lieu of property tax as well.
