The drain is in a bowl-shaped recess on the bottom side of the cylinder head. The new drain port has a standpipe that sticks up 1/2" into the bowl. This allows an ounce or so of fuel to accumulate in the bowl before it overflows, reducing the amount of fuel lost through the drain. My engine was built in 2001, but still had the old-style drain ports. It is worth checking your friend's Mooney to see which type he has.
