I think we've all heard that saying. Now let me rephrase it. "If you have to ask how perpendicular the hole has to be, then you can't afford to keep it as is". Be honest with yourself, and look at it. Are you proud of that hole or not? 8-) As opposed to trying to make shims of some sort to allow the bolt torque to evenly apply pressure to whatever the bolt is holding, I think it would be easier to fix the misdrilled hole. Fill the hole with epoxy/flox, and redrill it. The assumption is that you will be removing the vast majority of that epoxy/flox and just a bit of the original spar to produce the perpendicular hole. I can't see where that approach could possibly hurt anything. At least that's what I did once. OK, I did it a few times.
