    Garmin's policy is to not allow sales of IFR-certifiable GPS units
without installation (over the counter).  Once you do get any IFR
certifiable GPS installed, it still needs to be certified.  This requires
submitting to the local FSDO (at least in the Dulles region) a 337 form,
completed ground test form, completed flight test form, and a flight manual
supplement.  If anyone would like a copy of the ground and flight test forms
