Bond the plates to the spars at or near the location called out in the manual. DO NOT drill the spars for bolts. If I recall, the wing units went in before the lower skin is bonded in and mounted on the aft spar face. Locate them vertically such that the threaded end is flush with the eventual wing surface (cut the clearance hole in the lower skin and fit it a couple of times). It's a nice installation.
