Has anyone actually put a meter to your hose-tank assembly prior to grounding just to see if this is real or horsefeathers?
A digital volt meter has such a low ohms/volt ratio that you would be able to get a reading before the voltage bled off thru the meter. Assuming a static spark is mostly voltage and almost no current.
Anyway it's a thought.
