Two items:
One: I hate FRAM filters.  WIX (Napa Gold) is still my favorite.  Even for first fire up (First time I fire an engine, run for 10 minutes... new filter and oil after that first run).
Two: Hose clamp -- screw type-- around the filter body give a place for the safety wire to attach.
