Sorry to hear about you're turbo. I presume it was used and abused before it ever got on the airplane. Roger at japtrix (japtrix.com) told me he could send my stock turbo away for a rebuild for about $800.  
 
A brand spankin new T04 costs less than $500.  Why spend $800 on the stock turbo?  If you send one with cracks (like they all seem to have), you won't get away with the advertised price anyway. 
 
 While doing the "rebuild" they would be able to modify the unit for better performace at low RPM. 
 
This is the last thing you need.  You need less boost, not more.   The whole low RPM boost thing is a car feature, to get it spooled up fast.  We don't need, or want that.  We have no use for boost at low RPM.
