How about taping the oilpan to the plate and start drilling?  That's what I did with my 1/4" plywood mockup.

Additionally, in Tracy's rotary conversion guide he
suggests a 1/4" 2024 plate, is this still the
prevailing wisdom?
 

I've got a 1/4" plate of 7071.
