The instructions I have indicates the triangular part of the apex seal should be on  the side toward the flywheel (Rear) on both rotors.  This means you can put the long piece in and hold it there with a large rubber band, set the rotor down on its side housing and then you can put the triangular piece in its slot and then the springs (small spring first {:>)).  Note.  Make certain the small spring goes in as far as you can get it.  Also be careful that the  springs don't turn side ways as you put them in the slot. 
 
 
Thanks Ed.  Now I know why Bruce T. says to put the triangular piece down, at least that keeps it from popping out.
