Ben,
Here's the method I've used to reduce the file size on pictures. I open the picture, and select the important part of the picture, trimming as much of the borders off as possible, then do a "cut" to get the section of the picture I just highlited. Then I open the Paint program, paste the smaller image into a new file, and save it under a new name. It is amazing at how much you can reduce the file size by this method. Give it a try.
