Yes, I replace the oil seal o-rings. Yeah, it was smoking
when I got it. Very low compression on one rotor. Replaced parts with
Tracy's overhaul kit. Bearings in rotors were not replace but looked ok
and measured fine. New apex seals and side seals. I didn't replace the
metal oil rings on the rotors as they looked fine. How critical are
these anyway and what are the symptoms of failure/damage?

What shape were the side
housings in? Were they smooth, flat, and all within specs? Were
there any dark spots near the center hole of the housings?
I can't recall who asked
it, but making sure you put the oil springs in the proper direction is a good
point. If those were allowed to spin, I bet the oil control o-rings
wouldn't last long.
Here's something else to
look for. Check your oil vent line when you're running. Is there oil
mist blowing out? If so, you're not only burning oil, but losing
compression past the seals at the same time. This would be a bad
sign. Ask me how I know this :-)
If you're worried about
the coolant seals, there are some pressure tests you could do for that as
well.
Are you running the oil
metering pump, or pre-mix? Is there any chance you have way too much
oil with either?
