Best I can tell there is no waiting list or central sourse for hangars.  Best I can tell is that #1, I had a very lucky day.  Your best bet is to wander around the airport and start asking questions.  I know of some nice large new hangars that will be available in a few months for the paltry sum of $1650/mo. if you are interested.  You can get the same hangar without a wait at Fallbrook for $600.  These are apparently big enough for 2 small planes.  Square hangars with automatic openers and all.  Would you be interested in splitting one of those?
