That is accurate. However, The idle is also a function of how long the runners are between the port face and the butterly, and on an engine tuned for 9,000 RPM, that runner may only be 7-8 inches long (quite shot). But even so, it would have little effect on an aircraft engine.
 
Pport is allowed for GT-2 class only and only for the 12A engine with only 44 MM chokes.
Kind of pointless because it leaves you 30 HP short of the competition.
