The plan was to cut the bolts off, and thread the end for a nut.
Cutting threads is not the same as rolling threads. On high-strength bolts, they roll the threads on because it is much stronger than cutting the threads.
Probably the right way to do this is to get the right length high-strength bolts or to get studs the correct length.
