The filter block is ported so some oil goes through the filter to the engine, and some bypasses to the pressure control valve - back to the pan. I’m not sure why it would = – it is not a full flow filter.  The filter block is ported so some = oil goes through the filter to the engine, and some bypasses to the pressure = control valve – back to the pan.
