I was quoted 1% of hull. 80k \ $800 annual.  I will call SkySmith and give them a try. The 80k would not cover the cost of my finish kit. It is almost 12K.

Here is the EAA components endorsement breakdown of coverages.
 
1. Tail Kit 5% of insured value
2. Wing Kit 10% of insured value
3. Fuselage Kit 15% of insured value
4. Finish Kit 10% of insured value
5. A Quick Build Kit 40% of insured value (if applicable)
    a quick build kit inlcudes items (1), (2), (3), and (4)
6. Engine & Propeller 30% of insured value
7. Avionics and Instruments 25% of insured value
8. Miscellaneous items 5%
 
I.e.  Aircraft hull value $80,000
 
1. Tail Kit insured up to $4,000
2. Wing Kit insured up to $8,000
3. Fuselage Kit insured up to $12,000
4. Finish Kit insured up to $8,000
5. Quick Build Kit (if applicable)  $32,000
6. Engine & Propeller insured up to $24,000
7. Avionics and Instruments insured up to $20,000
8. Miscellaneous items insured up to $4,000

Nation Air / EAA will write the policy at 1% of hull value. 
 
Was this a typo, or do you really mean 1%?  
However once completed no other insurance is available through EAA or Nation Air. Avemco said after 100 hours of flight they had a third party that will write liability only. No one will cover the aircraft if a storm blows the hanger down. 
 
Try calling SkySmith.  Scott really worked hard to get me liability coverage on my RV-3.  I believe they insure several other rotary guys as well.  I never asked about builders coverage, nor anything beyond the liability that's needed for my hanger police. 
 
What we need is a list of aircraft flying and those being build along with any other "certified engine" aircraft owned by these individuals. If we take fifty flying aircraft / builders risk and bid it as a package to the underwriters "winner take all" then we might get their attention.  
 
Interesting idea.  Can't hurt to try.
