I had that problem once when I had an electric fuel pump in series with the mechanical pump on my Suburban. What happens is that sometimes when the electric pump stops, it allows flow, and other times it does not. I'm sure not all pumps are made the same so there may be other kinds of pumps that would be OK. Sorry, it was several years ago and a couple of different pumps ago so I don't know what pump I was using. I'm now using electric only. These were low pressure pumps also, probably around 5 psi or so.
