Al, Have you checked the prop balance?  It may surprise you how smooth low rpm can be if the prop cooperating..:-)  (I’m just now experimenting with balance and have seen a marked improvement..

I trust Craig Catto to do a good job of balancing.  I think things are smooth in the brief intervals when the engine isn’t running rough.
