Bob Smiley's approach is the best. Pay your sales tax when you purchase the kit. Register it early, it doesn't have to be finished to register it. As a matter of fact, you can get your N number and register it before you open the crate. That way the state's computers will show that the tax has been paid on that particular airplane and it is unlikely that they will bother you further.
