I assume the 406 requires a different antenna than the legacy ELTs. You talk about an 18" whip??  That is what I have for my C-91A ELT. It starts at the baggage floor right behind the PAX seat and runs up along the inside skin.  Works fine.  Just ask the CAP, but that is a separate story....
