Hi Ron,

Dukes recommends that the port be capped off if no vacuum is available. The cap is just to keep the innards clean so it needs to be secure but doesn't matter if it has a slight leak.

Dukes assured me that manually closing the valve with a suitable "u" shaped wedge would not damage the unit for ground testing.

Another question regarding the vacuum port on the outflow valve.  If there is no pump on it, does the port need to be capped off or open?  
Working on a new IVP that won't pressurize.
