The light tug on the top of the rudder that I always do in the pre-flight revealed looseness in that the rudder top moved slightly laterally. Disassembly of the rudder from the airframe showed that the top rudder pin had worked its way upward until it was flush with the bottom of the support arm. This pin is an AN-4 bolt cut to length and press fit into the support arm. I believe that I had added some epoxy to the joint when I originally pressed the pin into position. This apparently wasn't good enough. I fixed the problem by drilling a small hole into the end of the support arm and through the AN-4 bolt, and then drove a 1/2" long roll-pin into the hole. The hinge pin is now securely attached and can't work its way loose. You might include the "light tug on the rudder" as part of your pre-flight inspection and at next annual look for movement of the AN-4 pin.
