I use an air powered 90 degree die grinder with a 3" diameter cut-off wheel
to cut through fiberglass, prepreg and aluminum sheet.  There are also
several diameters of sanding discs available to bring any unusual shaped
panel down to the pencil line after roughing-out with a 3" cut-off wheel.
Additionally, there are polishing scotchbrite type discs available to do
anything from light touch polishing of all kinds of metal to actually
removing metal from about anything a builder contends with.  A good air
supply is required.  Snap-on has a complete line of airtools and so does
Harbor Freight, as do most tool suppliers.
