Air bubbles are trapped in the vacuum bag molding process at a tight radius.
I tapped all leading edges with a pointed tool to find the voids.  After I
found and filled the pits, I laid one wet ply of very thin "veil" mat
(available at TAP Plastics) over the leading edge and feathered it in.  How
effective was my treatment?  Don't know, rain is avoided.  I became aware of
the bubble problem in my past life as a simple yacht merchant.
