AirCharts is a rip off. You can download all the updates you want free from
the FAA National Flight Data Center https://nfdc.faa.gov/portal/index.jsp.
You can also go here http://www.airnav.com/airports/, input your airport and
the approach plates are all listed along with SIDs, STARS & DPs, etc.

I don't know the answer to that but there is a product from Aircharts that
gives you exactly that in a monthly publication. ....but it's not on the
plates, you have to copy the information if your plate is affected.
