The "Flaps" annunciation comes from the AOA Pro. It occurs when the flaps
are extended sufficiently to trigger the microswitch wired into the
actuation system. You should see the open circle in the center of the AOA
light when the flaps are at/past this point. It is in the system because
the top/bottom pressure differential may be different with flaps extended.
You should have calibrated the system both with the flaps up and extended.
Why it is necessary or useful for the pilot to have this information is a
whole other question, and one I was never able to resolve to my
satisfaction.
You can adjust the volume of the warning at the AOA Pro processor. I
presume you can turn it down to the point you won't be able to hear it.
