When I was having aluminum painted by a professional paint shop for flight on the Space Shuttle, I was told that Alodine (actually MIL-C-5541 chromium conversion coating, which goes by several trade names, including Alodine) was "the single best thing that could be done to promote paint adhesion".  So I'm assumin that thesame holds true for Hysol adhesion.
 
I suspect that it's not the chromium conversion that helps, rather the phosporic acid etch that is step one of the process.  But don't forget Step Two (the "turn it golden" part), as that's what keeps it from corroding.
 
I get better results with distilled water for mixing the solution rather than tap water, FWIW.
