Just because you have a home built doesn't mean you can mess with the FAR's. FAR's require you to install an ELT and that installation must conform to the TSO. No funny antennas allowed because the radio then will not meet it's type design. If you like, I'll pull out the books but I really don't want to. Oh, don't forget the panel ELT switch. It is part of the recently updated TSO. Yes, the antenna needs a ground plane.
