"I noticed the other day that my transition lenses were ~half tinted while flying in some sun inside my air conditioned LIVP at FL210, so UV must be penetrating the thick acrylic canopy material.  This is not the case inside a car."
 
Don't forget that UV levels increase about 2% with every 1000' rise in altitude.  At FL210 the UV level will be about 40% higher than at sea level.  If you could drive your car at 21,000' you might see some change in your transition lenses.
