I'm using RAC's  SPD-1 Servo Speed Control on my Legacy and I'm happy with it.  I set mine so that when the flaps are not fully up, the elevator trim moves at full speed.  When the flaps are fully up, the speed controller is activated and the elevator trim moves slower.  How much slower is controlled by a screwdriver adjustment on the top of the controller.  A microswitch on the flap torque tube tells the speed controller when the flaps are fully up. 
 
The speed controller sells for $45.
