Nature has a way of eliminating defective genes form the pool. Being stupid enough to leave the peel ply on the parts to be joined, structurally, is just another of her methods. As an aside, I don't think I'd let someone else remove the stuff on an airplane I was going to ride in - because I don't trust anyone else to save my butt. It's a nasty job, but I'd rather do it to be sure it was done. Only one person's humble opinion. Of course, I do feel sorry for the second owners - guess they have to know their builders.
