Charlie,   what is your procedure for in flight testing?  
Seems like you would have to kill the hyd pump breaker and cycle the flaps 3 times or something to create the correct test conditions....

The difference between a retraction test on jacks -- and an inflight test-- is the airload -as you say. That is why it should be tested in flight - regularly. If it won't put the nose gear down in flight --  you may have a misalignment of the trunions/links/ actuator etc etc. At any rate -- it should be fixed. If it's the airload and the gear swings free when disconnected and up on jacks -- put the gas spring and push it down on a bath scale to test it.
