Disconnect the linkage. (For the rudder you need to take off and make some temporary horizontal hinge mounts.)

It should then stay where you put it.

If the trailing edge drops you need weight. If the trailing edge rises you need to remove weight.

How do you determine that the control surface is balanced?  Should the surface stay where you left it, or should it move from where ever you put it to a level position?
